In brief: Each Camarilla clan claims a Primogen — a voice at council. They advise (and constrain) the Prince, trade boons, and settle clan business before it becomes court scandal. You will see them at Hawthorne. You will not understand their real game on night one.

What the Council Is
The Primogen Council is not a second Prince. It is seven clan representatives who speak for their bloodlines when domain policy, feeding rights, Embrace permissions, and Masquerade fallout hit the table.
- They meet under Elysium rules at Hawthorne — usually where the Harpy can hear enough to matter.
- A neonate addresses a Primogen with respect equal to any court officer: title, clan, and no wasted wit unless you enjoy social death.
- Internal votes and private deals stay opaque. What you hear in the salon is theater; the ledger is elsewhere.
Who Holds the Seats (1994)
Live court roster — the names a well-briefed neonate should recognize:
- Ventrue — Charles “C.W.” Whitford — Real estate, zoning, and the quiet claim that Phoenix should be run like a ledger. Often treated as first among equals when money talks.
- Toreador — Étienne Duvalier — Salon eye of the domain. Taste as weapon; disappointment as social death among the Clan of the Rose.
- Tremere — Helena Crowly — Chantry voice at council. Academic frost; Eye of Horus mark on the neck if you are close enough to notice.
- Malkavian — Misfortune — Boons as currency. Top-hat theater; the joke that always costs someone else.
- Nosferatu — Alistaire — Information broker. Warrens and storm-drain rumor attach to his name; never assume the face you expect.
- Brujah — Butch Reed — Garage-floor Primogen. Mechanic coveralls at court are not a costume — they are a statement.
- Gangrel — Naomi Blackbird — Desert edge of the council. Salt River Valley presence; turquoise catches the light when she bothers with jewelry.
Clan prestige seating (when someone insists on hierarchy): Ventrue → Toreador → Tremere → Malkavian → Nosferatu → Brujah → Gangrel.
Neonate Advice
- Do not play Primogen against Primogen in open Elysium unless your sire ordered it — and even then, expect the Harpy to remember.
- Your clan’s Primogen is not automatically your friend. They are your clan’s face; that may mean protection, use, or silence.
- James Whitmore (Tremere Regent) is chantry hierarchy, not the Tremere Primogen seat — do not confuse the titles at court.
- Prince Solomon Reaves still holds praxis. The council advises; it does not replace him — until rumor says otherwise.
